Bank has told me I cant reclaim on my closed account?

I have had a claim in for a bank charge refund for a long time now. I then was offered a new account from my bank so I switched the two. I then sent a financial hardship letter in and they rejected this with the response that they cannot deal with closed accounts. Is this correct even though they had the reclaim letter months and months before I switched accounts???????

    Hardship is based on your current circumstances, and is intended so that the bank will process your complaint about unfair treatment whilst in difficulty to assist you. If the account has been closed a while and your werent in difficulty at the time, and theres no debt owing to the bank, then it is unlikely they would refund you anything under hardship guidelines now.

    If the accounts are closed then they are technically right but have you incurred charges from the new accounts? When was the closed accounts closed(that makes no sense, I hope it does make sense though)?
