NatWest made an offer

i'm helping my mum in law to get her charges back as she's in hardship, the total of the charges were £2073 thats inclusive of £175 interest, they sent a letter asking her to return all her cards and cheque books and that a refund will be sored in due course, firstly does this mean that they have written off all the overdraft and that they are going to close the account and secondly they've made an offer of £308 and so she's unsure wheter to accept it or fight on. any assistance would be appreciated.

No they haven't written off the overdraft or closed the account.
You need to argue lifestyle choice eg unemployment, loss of hours, etc, etc, caused charges that left priority debt arrears(mortgage/rent, council tax, utilities). At that point you need to count the charges and accept and negotiate a higher amount because that way the worst case scenario is a refund of £308.00 rather than nothing.
Good luck and keep us updated
I have not worked for NatWest Bank since February 2009
