New permit (CPZ) for a short period?

Yo,
At the moment, I live in Ealing council, and have very recently brought a new car (which is currently parked elsewhere due to the CPZ in my area).
While I want to apply for a permit, the problem is that since I'm renting, there is a small chance I will be moving elsewhere after my rental period's up (i.e. 15st Dec). Reading Ealing's site, I notice that a permit is £45 - ugh. HOWEVER, I also notice that the website's rather vague on how much I'd get back if I cancel my permit...

The admin charge seems a touch excessive for a £45 permit

I'm not too keen on paying an arbitrary charge for 3 months worth of a parking permit.0 -
Hmmm. Not greatly different to signing up to contracts for various private sector services and cancelling early.0
