If you are worried about a liability dispute or that the minister will lie, then you can make your claim directly off the third party's insurer. You could see if a claim handler would take this on. From the OP, liability looks clear cut.
  • If the minister is upset with the size of your quote, then you should tell him that next time he should bloody look properly before he pulls out of junctions.

I would treat it the same way as you would any other incident - if he wasn't your local minister, what would you be inclined to do? Why treat him any differently than anyone else? Afraid I have little sympathy for his argument that he doesn't want to affect his no claims - its the same for everyone! If you did go through your insurance and he admitted liability, at least you'd (presumably) have some sort of guarantee for the work done & comeback if it wasn't up to scratch - not sure if this would be the case if you had it done with the person he suggested? I don't think you're being unreasonable and you shouldn't feel bad about it!
  • ask him to decline your first quote in writing, then send that to the insurance co:beer:
  • Just to let you know he has paid for the bumper to be fixed through the repair shop i wanted, thanks for all your advice .
