Landlord charges

Hoping someone can provide some legal advice here.
First let me say we own a leasehold property and the lease states we are liable for any admin charges they deem necessary, and that anyone we invite onto our property is our responsibility.
Basically we had some family over doing some work refurbing the bathrooms (one of which is a part time developer/landlord himself). They left their vans where they shouldn't have (twice) and we have got a slapped wrist (twice). The landlord is under the impression they were contractors.
We have now received a letter saying that any future occurances they will get a parking ticket. But also that we would receive a £50 admin fee for them doing so. Is he able to do this without prior notification? We have a schedule of charges none of which are admin fees for parking tickets. The closest thing is a site visit at £35.
Secondly, the parking signs are with a 3rd party yet he is the one who writes the ticket (I saw him doing one) - I thought only the registered and signed parking enforcement company could write the ticket?
I do have another rather lengthy issue which I may post depending on the outcome of this! (dont let that put you off replying!...)

I'd personally ignore him though - you can't stop people parking there and who was to say they're anything to do with you...0 -

it is prior notification of future charges yes, but is not part of the "official" schedule of charges sent to all leaseholders. Is he allowed to specify a charge for me only?
The lease only mentions about non exlcusive first come first serve access to the communual parking not about charges specifically, only "other charges that the landlord may impose". The parking system (permits and tickets) has been implemented since.
On a side note several changes have been made since we signed the lease such as additional parking spaces which are not on the plan and they have changed their company name neither of which have been officially notified or amended to us. Don't know if that invalidates the lease... probably not it always seems like you are fighting a loosing battle with these sort of things.0 -
Oh and he knows they were to do with me as he buzzed all the flats to find where they were to get them moved...0
