Barclays Defined Investment Plan

Hi
I have about 4K tucked away doing nothing (apart from earning interest) and wanted to lock it away for a rainy day....I dont need the cash for some time and am happy to invest in some where - however I am more risk neutral than a rick 'lover'
Anyways I saw the Barclays Defined Plan guaranteeing 40% return over next 5 years if FTSE increased over the period:

Is this a good deal? Should I be considering it?
