Holding Fee taken before showing the contract- what to do?

Hello!
An agency I signed up for wouldnt show the contract until you had paid a £180 holding/admin fee. Now that I have the contract, I see it is full of hidden costs and a demand that I get out contents insurance with them etc. I havent signed anything and now I dont want to, but can I get the holding fee back?
They havent actually done any of the admin yet, but I suspect they will want to keep my money. However some of my investigations have suggested that they shouldnt take fees until contracts are agreed and that taking a "non-refundable" deposit is against Office of Fair Trading regulations.
Anyone have any experience?
