I work for one of the dreaded organisations, i.e. a Magistrates Court! I can confirm that we have seperate courts for summonses raised by a Central Ticket office (the Police) There is always a sizeable number of failing to provided detail offences and our area certainly prosecutes. The number of points imposed can be the same as for the offence; so if a person is speeding, caught by GATSO and fail to provide information as to the driver then usually 3 points are imposed.
In order to avoid this, you would need to provide the letter of confirmation of change of owner from DVLA and therefor the law requires you to obtain this letter from DVLA. If letter is not sent or goes missing then the former owner MUST chase them for it.
Its good lolly 5648 has this letter and it will all get sorted in the end, but PLEASE make sure you get this letter when selling your vehicles.

    Let it go to court.
You'll get a day off work and your expenses covered. Then whip out the proof that you're innocent. If they ask why you didn't provide this information sooner you can state you did, on 10 occasions. It'd take a very backward magistrate to sting you in anyway, more likely you'll get an apology and your expenses.
