MSI Mega Sky 580 USB Free-View Receiver stick from ebuyer
However the spec is
Microsoft Windows XP SP2 or above / 2000 SP4
Microsoft MCE Compatable
Pentium PIII 800MHz or above, Celeron or AMD Athlon, Duron CPU
256MB RAM or above
Graphic Card: 32M RAM or above, 800x600

I am not sure if I have the microsoft MCE compatable, how do I check?
I have also downloaded the active x 9c for my radeon 9200 so assume I should be ok on that now

It means it will work with Windows XP "Media Center Edition". MCE is basically Windows XP with some extra programs for watching TV etc.
So what it means is that your USB Freeview stick with work with XP MCE edition.
If you don't have MCE, it will still work for normal XP. You just won't have the bells and whistles that comes with MCE.0 -
MCE just stands for XP Multimedia Centre Edition

Media Centre Edition - and if it's MCE Compatible it means that the hardware has BDA drivers available which is what is required by Windows XP MCE to utilise video capture/TV tuner hardware.0
