i take it somewhere like tesco car park is private land , do the rules of the highway apply? such as having correct number plates fitted to the car - just in the car park?

Some do, some don't. Individual parts of primary and secondary legislation specify what is prohibited "on a road" or "public place" where public place includes private land to which the public has access, such as Tesco car park where the barriers are open.i take it somewhere like tesco car park is private land , do the rules of the highway apply?
Be careful with this one: having trawled through the Vehicle Excise and Registration Act 1994 and the Road Vehicles (Display of Registration Marks) Regulations 2001, I cannot find any reference (except one) to "road" so unless the lawyers out there can point out what I missed, I must assume that the law in this regard applies everywhere (although that would be somewhat of a contradiction considering the title of the regulations). The sole reference to being "on a road" applies to the requirement for rear registration plates to be lit between sunset and sunrise, so you can legally turn your lights off at night in Tesco, but that's about it.such as having correct number plates fitted to the car - just in the car park?
In practice - legislation aside - the prospects of a prosecution would depend on how obvious an offence is to enforcers. Totally missing plates and tax disc would arouse the suspicion of a passing PC or PCSO popping into Tesco for their lunch, but a false plate would only be picked up either by police intelligence of an offender already under investigation or by a police operated ANPR which would be extremely unlikely in a Tesco car park.
I like where you're going with regard to the right royal "f***ing over" of the PPCs, but I don't recommend that anyone fall foul of the law of the land in doing so.0
