What can the government do to help NRP

What positive action can the government impose to stop PWC using children to get at their exes??
I think If the children and the PWC are not in any harm, no PWC should have the right to interfere with their childrens contact with the NRP.
I think if the PWC stops contact through their own selfish reasons and no evidence for allegations that they have made, then I think they should ie:
1) Be made to pay court costs that the NRP has had to involve solicitor to help him gain contact.
2) Having maintenance linked to contact.
3) PWC, named and shamed for using children as pawns.
What would other posters think that the government could do to help the NRP and children have well balanced relationships??
