Billing limits

Hi,
I've just received a bunch of mail from my old address including a £15 bill from O2 relating to final charges on a mobile phone in July 2005 and later dated letter saying this debt has been sold to a debt collection company.
I have no idea if this is amount correct but are there any rights under billing time limits?
