advice on charge back please

I won and paid for dvd tv set £21.99 on ebay on 26 April. I paid via paypal. When I had not received it after 1 week I contacted the seller several times via email. I did not hear anything so on Friday 5th May I filed a complaint through paypal resolution centre. I believe the buyer has 10 days to respond??

yesterday I received this email from the seller

Hi,
I am very sorry for the late reply, We just got back from a holiday. This username is being hi-jacked please do not send any money into this account. If you already send money please do a chargeback on paypal and ask for a full refund. This account was taken over by a third party and already reported to ebay.


All very suspicious. I now see that his account has lots of negative feedback over the last couple of days. He/she sold about 30 items that day. In hindsite I should not have ordered from them as they only had 5 feedback but it was all positive. I usually buy from sellers with more feedback.

So what I want to know from regular ebayers is a chargeback the same as the complaint I filed through the resolution center. If not what do I do? Seller again not responding to emails so I am not sure what to do next. Thanks in advance

    Do a chargeback of goods not received. You should get your money back.

    Just to clarify.... NO - a chargeback is something you do through your credit card company. Going through the resolution process in PayPal is not a chargeback.

    You are doing the correct thing, going through the resolution process is the first port of call, if you need help with the process just post back! =o)

    Thanks for your replies. Where has the thanks button gone??

    I did not think you could do a chargeback on your credit card for goods less than £100. So what you are saying is I just have to wait for the resolution process?

    Sorry but no, when we refer to chargebacks on this forum we usually mean a paypal chargeback which is the result of starting an item not received dispute on paypal. Paypal will ask the seller to either prove delivery, or refund the buyer to close the dispute. Only if paypal cannot recover the funds do you need to go to your credit card, and there is no £100 minimum for items not delivered.

    Also, it is worth noting that paypal have tried to stop people going directly to the credit card companies and there is a clause in the user agreement that warns they may take action against buyers that do that and close their accounts, but personally I would still try for my money back and risk my account.
