alertpay.com used to cash a eurocheque - does it work?

Alertpay.com seems to support deposits using a eurocheque (in euros), at no cost, and wire withdrawals for €10.

So I interpret that to mean alertpay could effectively be used as a vehicle for cashing eurocheques without actually making the buyer/seller transaction that the service is designed for, and it can all be done for €10, correct?

Then there's some fine print:

* With the Personal Starter account, you can receive up to $400 per month or $2000 in total without paying fees. Only Personal Pro account holders can receive credit card payments and use our Business Tools.
Technically a deposit is "receiving" money, so I'm not sure if this ceiling applies, or if this restriction is just meant for sellers. And if a deposit is covered by this ceiling, then what does the fee become when the ceiling is exceeded?
