New build - planning permission

We have recently moved into a new build and we have a corner plot which is very near the through road. The house is also slightly below the level of the pavement. There are many children on the estate who feel it is their right to use our garden as a path. As a consequence we decided to build a fence around the front garden and around the side of the house. On Friday we received notice from the local planning dept, stating that our development is supposed to be open plan. We have been asked to remove the fence. There has only been one complaint and the surrounding neighbours have no problem with it.

Has anyone got any advice?

    What do the other neighbours have round their front gardens? How big is the fence?

    If fencing is not permitted, why not plant privet hedge bushes? These will grow to form a barrier and prevent people using your garden/land as a shortcut.

    Nobody else has a fence but then bobody else has such a drop beside the pavement at the side of the house. The fence is under 1m.

    Remove the fence and plant a series of small connifers to effect a hedge.

    That's what we did in a similar new build. We had no complaints.

    Alternitively you could create a flower bed with rockery along the perimeter of your gerden
