A quick and relitively short term trick is to use gloss paint before papering. I've done this as a quick fix on a flat we own, and the lining paper is still on the wall some 7 years later!

Normally I would advise that you at least try to identify the source of damp. Are there any leaking gutters or downpipes the other side of the wall or do you have water supplies running close by?

A good idea would have been to use Synthaprufe, then replaster. Not sure if you can put this directly beneath your decorating or not. Then there's the "no more damp" paint that's available.

its on the side of a chimney breast that has been blocked up but has a air vent.. but ive had a wall unit there for years so probably blocked the air flow.. im redecorating to sell and it wasnt a problem till i took off the paper then noticed it .. will try your tip as have loads of gloss paint left lol
