Buyer not paid up

Hi All
Wonder if someone can give advice. Relatively new to ebay (2 months), and I sold a couple of magazines to same guy on 16th April, he didn't contact me for a bit and then after a few days later he said that his paypal wasn't working, and asked could he send a cheque, said ok but still waiting for cheque (around 3 weeks now), sent him a polite email last week reminding him that he still had these magazines here and still not received payment for them (cheque or paypal).
I've just looked at his feedback and notice he's been buying / selling items since he claimed that his account had been locked.
Do you think that I should ask him again for payment for items or should I now issue a non payment for the 2 magazines? They weren't worth that much and if he'd said he didn't want them fair enough but he appeared keen at the auction for them and in his email stating his paypal wasn't working so was happy to wait for a cheque. BTW he has a 100% feedback record which I assume he won't want to lose.
Any guidance please?

It does seem he is playing you up, start the NPB process and you may find the cheque turns up before it's finished (10 days from start to finish?)Toyota - 'Always a better way', avoid buying Toyota.0

Thanks for that - I thought that 3 weeks was more than fair myself.
Have now started a NBP on both items, it's not worth much but maybe next person will have more to lose. Thought learning how to do a second chance offer was good going now got to start a NPB!

Thank you both for replying, I issued a NPB yesterday and today he's written back stating he's not received my address to send a cheque to - have told him he was given the address 3 weeks ago but here it is again etc.
He doesn't appear to want to lose his 100% feedback!
Just had another one bid and then realised I only take paypal but doesn't have the funds, have told her she can send a cheque but I will wait until it clears before I send goods and I have just had to file a NPB notice on someone else who hadn't sent cheque - I've said I'd email her when I receive cheque so she knows it's arrived safely.

It's amazing how official proceedings can wake up potential NPB's.
If only sellers would do it more often, it only takes three NPB completions to kick them off ebay, how many times do you see buyers with five of more negs from not paying?

Maybe people don't like doing it as it looks bad - but some state in their auctions if not heard within x amount of days will leave negative feedback for NPB don't they?
I've not bought that many items via ebay but I paid straight away so the seller had their funds. I try and send the bought items the next day (currently off work so I can do that) and it's only 1 day I've not managed to do that as I couldn't get to post office on that day. It's only fair on the buyer / seller (in my opinion anyway - I know all can't do that but I try my best).0 -
You are totally within your right to start NPB.
"You've not sent me your address" means that the buyer didn't even have the initiative to send you a message asking for it!
Be sure to not close the NPB dispute until you get the cheque AND it's cleared.It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.
Please do not buy animals from a pet store. Visit your local sanctuary or centre and give a good home to an unloved or abandoned animal.0 -
Initially thought I'd send the item as soon as I received cheque but from what he's done now - I'll be waiting for cheque to clear it's only a few £ but that's not the point now. As you said, if he hadn't heard from me in 3 weeks with my address (I'd sent him a polite message last week too stating I hadn't received the cheque as a reminder) he didn't intend to send it. Will see in Tue / Wed's post.
As for the other one which couldn't pay with paypal she's received a neg today for bidding but probably done same (ask to send cheque instead), but she's quite happy to wait until cheque clears so think she's legit.0 -
I paid for some ikea pots and a ps2 cable, one is 6 days since i won and the other 10 days!!! I know that is soo long but one understands and said I can pay whenever as my paypal is playing up and not verified. Paypal need to get organised, i thought it'll all be veriefied by last friday the lastest.
But I've explained and they both understand and said they dont mind, neg will effect me more then them as i only have 1 postive feedback (my first) and it will make is 50% if i get a neg.0 -
Personally I think most people will understand if you explain to them that your paypal account is playing up and will send a cheque or something if it's a few days but if it's weeks maybe people want to try and re-list?
Both of mine have stated problems with paypal and I think I'm quite relaxed about it that they can send a cheque other's aren't as considerate though - I've seen a few newbie's send negatives, and as smartie says people might consider to do a NPB rather than negative feedback as this cause repurcussions to them in future, especially if the buyer does a habit of not paying up and should be thrown off rather than getting loads of negatives all the time.0
