    sounds like a "Memory Leak"

thats when a program (usually a java or flash program) keeps using up memory when running. it should release it when it's done but sometimes badly written programs don't and it slows down the PC.

Is their an option to run IE in "Safe Mode" or with plugins disabled?

That would rule out if its a java or flash program causing the problem.

Also make sure you run ALL windows updates ^_^

I'd also suggest to have a look at the system processes (press ctrl+alt+del) and select task manager, have a look at the performance tab and take a screenshot of the stats on the page and when you come back to the machine have a look at the performance tab again as well as the processes tab and click on the Mem Usage bar, also have a look at the CPU usage, is the CPU in high utilisation when you revisit the machine when things are slow. You could also try killing off any processes that are causing high utilisation or high CPU util and see if that makes a difference to the speed, try one at a time and test so you can identify any culprits.
