Getting a "Picking Licence"

I recently had a conversation with a contractor who "claimed" he makes £12-£15,000 pcm from stuff he gets from the local amenity tip and cleans it up and sells it on. WOW. So I asked him how as they always say you can't take stuff away.
He said you need to apply to local council for a "Picking Licence" well I called the local Council and they had no idea what I was on about.
Had the contractor not driven off in a brand new £60,000 car I might not have believed him. HE unfortunalty lives up in Scotland and I live on the south coast.
So has anyone else heard of a "Picking Licence" and how to get one?

Havent heard of the licence, but at our local tip the council worker drives a tatty Transit. As he lives locally though, I know he also owns a nearly new Shogun! I guess he operates his own picking arrangements.0

Hey how about a heads up on the magic weight loss berries!!! LMAO. I was into Magic weight gain beer. Works too. Gained 3 stone!
Went to the local tip and asked the site manager who said yes they do exist but only for trades people. If I could show evidence I was a trades-person then he would give me the form for the application and I would have to cough up £600pa.

Locally the men in charge of the 2 dumps near to me (Paisley) used to have 4 x 4's. Now the dumps have been modernised with different skips for different materials & also with video cameras & the men no longer run 4 tracks.
Seems like the good times are over for them.

No chance where i live, the people that work there are like scavengers, they are actually in the bins pulling stuff out, going through bags etc, if I asked them for the picking licence i'd get a punch on the hooter!0

We once went to the local dump to get rid of some of our rubbish like old chairs etc, and another man was throwing away a perfectly good dining table and chairs one of those modern ikea style ones. We tried to get it, but the people who work at the dump claimed it before we could get our hands on it. Talking to the people who work there, they seemed to get some good stuff. So i understand how you could make money out of it, but i dont no what the legal side is like. One persons rubbish is another mans treasure. I think that is the saying :-/0

My dad reckons the person that gets first pick on the dump has 'totters rights'?!? I did ask a former bin man that I worked with before and he had never heard of it.0
