Monthly Parking Fee

My works car park is run by a private company and I park there 9-4 Monday to Friday. As well as accommodating employees the car park is also used by clients and shoppers as the car park services a small shopping mall and the local council offices. I pay £25 per month to park there and have an access card that allows me to enter and exit the car park barriers when ever I like.
For the past 3 months the barriers have been broken resulting in the car park firm leaving the barriers open and running various schemes from charging everyone 50p to park all day (unless you showed your access card on the way out to a Security Guard) to currently allowing everyone to park for free for a maximum of 3 hours. The notices stating you can only park for 3 hours are not prominently displayed, there is an A3 poster stuck on the barrier as you drive in. No one from the Car Park Company has asked for my registration number so to them my car would be classed as fair game to slap a £60 fine on for overstaying 3 hours, however, its not happened yet and iv never actually witnessed a Security Guard noting down registration numbers so am at a loss how they police the scheme!
My question is where do I stand legally regards paying September’s £25 bill? Should I pay it or not? I have not signed any contracts, it goes on a month by month basis. I have paid July’s bill, but was not sent a bill for August. It seems unfair that I should have to pay the full amount when most people are parking for free! A lot of other people with an access card have been given a card to display in their window to show they have paid £25 and can stay all day without being fined. What should I do?:rolleyes:

If it's only free for three hours for everyone else and you're there all day perhaps you should pay part of the £25?
Perhaps contact the private car park company and ask for a reduction?0
