Ebay can take Funds from your Paypal account

I've been telling people that ebay are unable to refund from youe Paypal account as only Paypal have access to it. I was wrong with the new dispute system Ebay can refund from your Paypal account.
I can see this getting really confusing. If you believe the dispute is wrong and you appeal it, who do you complain to ebay or Paypal? I have already heard from people saying that Paypal tell them to Talk to Ebay and Ebay tell them to talk to Paypal. I suppose we'll see how it Pans out once this new dispute process is rolled out to all users.

Does this just apply if you pay your sellers fees by paypal, or do they have access regardless?
The whole idea of this fills me with dread as I have been seeing an increasing trend for 'parcels not arriving' or 'arriving broken' that just doent seem to ring true.0 -

I assume its just if a dispute is raised. As I said the problem I see is Paypal telling you to talk to ebay and visa versa. In my opinion if they want disputes involving paypal to go through ebay. All disputes should go through ebay so then at least you will know who to talk to if there is a problem. I can see problems on the horizon with this0 -

I have always wondered if there was a problem with selling an item and Ebay did not refund your final fees for whatever reason and you paid your fees through paypal could you then make a claim through paypal agasint Ebay to get your lost fees back?0
