whats the score - does it kick in on enrolement day or 1st sept. Is it still applied ( when required) during summer break between years

It kicks on the date that your course starts and does last through summers as long as you are planning on going the next year. It will stop when your course officially finishes.

Usually you will get an exemption certificate from university with the dates on.

Depending on where you are living a simple letter stating you are attending university and therefore not required to pay council tax will do, some will demand (and threaten if not recieved within a couple of weeks) that a university headed letter be sent.

In my authority we will accept applications on the relevant discount application form or by telephone providing you register promptly, if you delay doing so and them claim to be a student at a later date we ask for the exemption form as proof.

My uni is in Stafford and I printed out a letter saying the names of people living in the house and that we were all full time students and didn't hear back from them which seemed ok.

However since I have moved down to Hampshire (doing a year long placement), they have been threatening with final notices saying we must pay this by this, and phoning them they said they don't care, they need all 4 of us to have exemption forms sent to them. Ha. Meanies.

I work for a Local Authority in the North East - they are correct in that they need sufficient evidence to prove that you are a student which can mean they ask for the exemption certificates. As long as you can provide your student certificate then you don't need to worry - the council tax liability then falls on the other occupiers until they also provide their details to the council.

We deal with students across 4 Uni's and 3 large colleges so although we would ideally need student exemption certificates from all students we don't have the time or staffing levels to do so.
