New House Tariff : Unknown Bills

Hello
I have just moved house. This house has unknown energy consumption therefore we will be reliant upon 'estimates' to establish which firm to use.
The letting agency forwarded our details onto a pricechecking firm who have selected a firm. However not entirely convinced by them.
One thing I can't understand is why DD is cheapest - when it is all based on estimate so you may overpay or underpay for the year. If working to a very tight budget is it not better to pay by paper and known what the bill is?
