Shared access pat , private owned to council? Rights?

Ok im not sure if this correct section to post this but it seems most relevant.
I own my house and it is at the end of a row of treeces. I have to give access via my path at the side of the house to other properties which are council owned.
My question is Who is responsible for the upkeep of the path? I obviously dont mind weeding it and keeping it clear as its outside my house BUT the path is developing some potholes and im wondering who is responsible for thair repair and the condition of a step which leads to the pavement? After all when the neighbours are taking bikes up and down it they are doing the damage not me .
Should it be maintained by the council? as it provides access to council properties?
And if someone was injured on the path who would be liable?

as you say it is my path then i would think that you have to but you could ask the council to chip inmortui non mordent0
