  • It's really a moot point, since we've established that he probably didn't get it in until the 10th, but the first 14 days AFTER the date of the ticket means that the first day he has to pay is the 27th (although I'm sure he can pay the same day, it's not counted as the first day) and the fourteenth and last day is the 9th - count it on your fingers like I did to make sure.

    I refer you to my previous message, which clearly contains the word 'After' in the lift from Westminster City Council! You can click on the link yourself and check it out if you like.
    Both can be paid at a 50% discount rate (£40/£60) within the first 14 days after the PCN has been served. For a CCTV parking PCN the discounted rate applies for 21 days.

    Your quote comes from the Notice to Owner, which is the follow up to the PCN, and relates to the 28 days he has to respond to THAT notice.
