Is there a statuatory time for councils to deal with appeals ?

Hi all i was involved in a car accident where some fool reversed into me and my car was due to be going in for repairs within a week but was still drivable.
I have very bad mobility and had to take my car out 2 days later and whilst i was out it started over heating so i came off the main road and pulled up in the first place i could as i did not want to drive the car any longer.
I had to go and look for a phone box and call someone to help me and it took me bout 12/15 mins to get there and back by that time i had a parking ticket.
I tried to appeal on line once i received the ticked a week later but their system was not working well so after a few days i rang them and they gave me a generic email address so i emailed them my appeal.
Could you pls tell me is there a set amount of time that the local council have to deal with your appeal.
It was over 6 weeks and i rang them to make sure they received my email as i had not hear anything from them, they say they have a back log.
Is there a statutory time they have by law to deal with an appeal or do they have as long as they want.

    Hi Rochelle

    Have you received a Notice to Owner (NtO) yet? If so, was your appeal via email made following receipt of the NtO?

    Don't quote me on this (I think Neil B may have mentioned it) but I believe councils have 56 days to respond to a formal appeal (i.e. an appeal sent after you receive the NtO). If they fail to do so the appeal is deemed valid. Hopefully someone else will confirm whether or not this time limit applies to informal appeals.

    Rochelle. You had the parking ticket on the day and you also say you received it a week later.
    Can you clear this up for us please ?
