Non Paying Buyer - Negative Feedback?

I recently sold an item which the buyer never paid for, I've been through a non paying buyer dispute to which they didn't reply, so I've closed the dispute, but I have two questions that I haven't been able to answer for certain through the help facility, can anyone offer any advice?
- If I relist the item, do I have to pay, or will e-bay do this free of charge?
- If I leave the buyer negative feedback, can they retaliate and do the same, e-by help seems to imply that they can leave feedback, but it won't affect my feedback record, have I read this right?

Ebay will refund the final value fee on your item if you have closed the dispute, but I don't think they refund your insertion fee (someone might correct me on that). If you relist without changing any of the details and your item sells, you then get a refund of your first insertion fee. You can offer your item to the next highest bidder - I have done that a couple of times and my item has sold through this route. If you leave negative feedback, unfortunately they can retaliate and it does affect your score. I did this once when someone didn't pay, hence they blemished my 100% positive feedback. I have emailed ebay as I don't think this is fair, but got nowhere. I have another non-paying bidder which I would like to leave negative feedback for, but don't want to risk one back. You have 90 days to leave feedback and I plan to wait until the 90th day, after which time I hope this bidder won't be able to leave a negative in return0

I have to disagree with miaxmia, as from December last year if a buyer does not respond to the NPB dispute then they cannot leave you a feedback rating. What you would see is the comments they leave but with a note from ebay saying the rating has been removed as buyer did not respond to the NPB dispute. You can however leave them a nice big fat neg...

As you've completed the NPB process you will receive an FVF credit and also the item is then available for a relist credit.
If the buyer did not respond at all to the NPB then they are not entitled to leave feedback for that transaction. Therefore you can neg them for non-payment without them being able to retaliate as many eBayers seem to do with feedback.-->♥<-- Sugar Coated Owl -->♥<--

Leave the negative feedback this buyer seems to deserve. How many other people can he/she do the same thing to otherwise? If you get a retaliatory neg, leave a factual reply in response to it.Gwlad heb iaith, gwlad heb galon0

The buyer is unable to leave a retaliatory neg in this case as they failed to respond to the NPB dispute.

If this is true: You cannot leave feedback after 90 days. Then I would reccomend that you leave him a neg feedback on the 89th day, probably a few minutes or hours before the full 90 days, that would give him less chance to leave u a neg back. Get what i mean?

It is quite possible to leave feedback after 90 days. My one and only neg on a minor id of mine is a retaliatory neg left 5 months after auction end.
Anyway, in this case the buyer cannot leave a retaliatiry neg anyway as they did not respond to the NPB dispute.
