Working Tax Credits - Pain!

About three weeks ago I called tax credits to request an application form to claim. I was told this would be with me in up to ten working days. It's not arrived and I've called quite and been sent new ones on both occasions.
I've asked them if I can backdate to when I first called to request the forms, and they've said no. Surely this can't be right?! It's not my fault either tax credits or Royal Mail are incompetent. I'm pretty sure it's not Royal Mail either as everything else comes no more than three days after the posted date!

            Usually TC can be back paid up to 3 months.0

            Once your claim has been processed, call tax credits and ask them if it can be backdated. The advisor cannot make the decision, only the Tax Credit Office can and they need to pass the details through to them. They may not agree so you need to be prepared for that.
Obviously there have been a number or Postal disruptions, but also make sure that they are holding your correct address and post code, particularly if you are in a flat or rural area or new build.0 - 
            When I submitted my first joint app, they backdated it for 3 months without me asking, they did this too for a friend of mine who did ask as she didn't know she was entitled to them.:heartsmil When you find people who not only tolerate your quirks but celebrate them with glad cries of "Me too!" be sure to cherish them. Because these weirdos are your true family.0

            Ah thats grand, I recieved the application (finally!) on Friday and filled it in and sent it off yesterday.
I will attempt to backdate once the claim is all put through, but thank you for your suggestions.0
