Was having another look on t'internet (boring shift at work) and came across this site, not sure if you've seen it but English toy terriers could still be available, though looks like some travelling would be required, no Manchester terriers listed though.

Best of luck, we know whats its like to want a specific rarer breed puppy and the difficulty involved in locating them - as they say 'been there, done it etc....' we ended up having to travel half the country to get our dogs.0 -
