Not as described, cheap, and heavy to post

The item I bought is not new, as it was described, and is chipped.
It cost £2 and the postage was £4.41.
I have seen reference on here to Paypal requiring a buyer to return a faulty item by trackable post, but cannot find the information on the Paypal website. What sort of post is trackable? recorded delivery? recorded signed for? what is the difference?
Are they available for parcels, or would I have to send it back by first class post?
I am concerned that it might cost nearly as much to return it tracked as I might get refunded
Does the eBay resolution process offer any better result in these circumstances?

Have you spoken to the seller? If not that should be the first thing you do. Yes if you return it you need to at least send it recorded delivery(which can be first or 2nd class post). If you have to return it and the seller won't refund the return cost (they don't have to) you have to decide if its worth your while or just to accept it and leave appropriate feedback (DSRs). But the first thing you need to do is speak to the seller.0

I got a very good item as well as the dodgy one, but didn't need advice on it. I have emailed the seller. They say "No refunds given", so I am not expecting to be dazzled with excellent customer service, but we will see.

Yes its very cheeky to sell something thats not new as new.
If you dont get anywhere with the seller open a not as described dispute

As has been said, contact the seller first as they may agree a full or partial refund without you returning the item.
If they are not co-operative it is not worth returning low value and expensive to post items as Paypal will refund what you paid but not your return postage.
In that case, you do have recourse to feedback and marking down star ratings helping to ensure that an unsatisfactory seller will not last long.0
