You might have "automatic restart" enabled. This any help?

Also take a look at this site

Whenever I've had a problem with shutdown, I've found the answer there.

This can be caused by a number of different things...

    (1) When you want to power off, hold down the power button for 5 seconds or so, if then does switch off, power up, go to control panel, power options and check everything in there - you'll probably find something about it 'suspend'-ing when powering off instead.

    (2) Have you got windows update running and are all 'patched up' , some machines lack some .dll files which allow the correct shutdown sequence to occur, it's unlikely on a new PC, but older Compaqs (EVO 733 models) had this problem - you may need to check the PC manufacturers website for some patches, but do windows update first.

    (3) If you're quick enough and adventurous enough, check the BIOS - press F1, F10, DEL or whichever key it is - check the manual or it will appear on screen prior to windows loading anyway. You will find an equivelant Power area in here similar to the one in control panel. This may or may not help, as Windows from 95 onwards tended to bypass the BIOS settings to an extent anyway.

Hopefully, one of those should do the trick.

    Good luck.
