Contradicting Road traffic Order : Scotland

Hi,
I am aware that the council must have a Road traffic Order held at their offices to document the exact parking restrictions imposed around town. I'm also aware that if this document does not exist or is incorrect the the council have no validity in issuing PCNs for that area.
I was hoping that someone could advise on what level of discrepancies in the RTO will invalidate the PCN?
When I received the RTO from the council it became obvious that this RTO had not been updated since the increase in parking charges. Therefore the following sections in the RTO are now incorrect:
1.Charges to park during the prescribed hours.
2.Value of Fine to pay on receival of PCN.
3.Charges for residents parking perimts.
Are these indiscrepancies enough to invalidate the RTO and thus cancel any issued PCNs?
