With FairFx Yes, I can & often do in India (I think Caxton would be the same)

With FairFx you pay no loading to spend in another currency once the card is loaded with Dollars or Euro's, you get the wholesale rate. I could be wrong so check their latest T&C but I think that Caxton have a loading like most other cards often about 2.75%. Also check the Caxton and FairFx rates WEEKDAYS - MID-Morning and you will usually see Fair Fx is quite a bit better. Don't usually buy currency weekends or evenings.
Some Caxton cards do not charge an ATM fee, FairFx is 1.5 Euro in India BUT
with the loading (if I'm correct) and their often inferior rates I find
FairFx the cheapest, which last time I looked it also said on this site here,

Caxton might work out cheaper if you were making lots of cash withdrawals for silly small amounts, buy why would you?

You can get a free Fairfx card via this Daily Mail link saving £9.95

Or here if you really can bring yourself to have anything to do with that rag

As they are free you could also have a back-up card, if you lost your 'main' one
you could go on-line and transfer the balance to the back-up card.
