npower problems

I am having a few problems with Npower (still) - a year after I joined them
To cut a very long story short, I was with e.on, and had an old Economy 10 meter, which not alot of companies take over, anyway Npower did and told me there would be no probs, as theyw ould just change the meter - a year on I am still waiting! I was due a bill in July - which I have not recieved, (the guy read the metre about 6 weeks ago) and Npower are saying they have not recieved them.
I am currently paying £28 a month, which I have just been told has paid off Feburary's bill - so I now have another bill due for 7 months use! GREAT!! Now where the problem lies is my meter, and the fact that if I turn on my hat water (immersion heater) now, it will heat up now, as it will at any point in the day (not just when I am supposed to have cheap electricity) - its the same with my storage heaters! Now I think I am wired up incorrectly, here are my meter readings:

I am thinking the first set of numbers is main electricity usage, and they advised that line 2 and 3 is heating? Can anyone advise?
I am not sure how much these bills equate to, but does it seem alot? I am living in a two bed flat by myself.
My last bill was £284 in Feb 2009.
