RBS holding up our chain

We are in a small chain involving 3 properties, but unfortunately the purchaser at the bottom of the chain is going though a divorce and her husband is buying her of out their property. Everyone in the chain is ready to exchange but the couple at the bottom of the chain are awaiting a Transfer of Equity document signed by their lender RBS before they can exchange. We have now been waiting nearly 4 weeks and still nothing for the document to come in (we have actually been in a position to exchange for nearly 2 months as have our vendors)
The whole chain is getting twitchy due to the amount of time things are taking and our vendors keep threatening to pull out and we are at our wits end. We have been chasing the solicitors, estate agents, even our IFA to try and speed things up but keep getting told that we are in the hands of RBS.
It is so frustrating, we have been told all that is needed is their signature, so how can it take this long?!!! Have other people got any experience of RBS lately, are they always this slow? How long are they taking to approve mortgage related documents in your experience?

For things that need to be assessed by the mortgage centre, 3-4 working days I think.0
