Landlord Obligation? Aerial

Hi - wasn't sure where to put this so I apologise in advance if it's in the wrong place.

I live in a property managed by City South Housing Manchester. They took over our estate from Manchester City Council about a year back.

Can someone tell me whether they are legally obliged to provide me (or indeed our block of flats) with a rooftop aerial? They have told me in quite a rude email they will not install one and suggest I buy Sky when the switchover happens. I am not a heavy tv watcher but I don't see why I should have to subscribe to an expensive service as well as pay for a tv licence when a normal aerial would suffice with my freeview box.

Even with the best indoor aerial available, the signal isn't strong enough for BBC1 + 2, ITV, C4 or C5 and I can only get a couple of other channels if the weather is good!

I would very much like to know if I have an legal recourse to challenge them with.
