Head Lease Rent

I am a keyworker and own my flat through the part ownership scheme. I have lived here for just under 4 years however yesterday my housing company sent us all a letter to say that they have just realised they have not been billing us for the the 'Head Lease Rent' and so we must now pay the money owed for the last 4 years which works out at around £600!
First of all what is a Head Lease? I have looked in my lease and it is not clear. Also can they really charge us back pay on something they did wrong?
Also they break the pay down into each year but it increases from £100 in 2006 to £170 this year....is this right for it to increase so much?

I'm guessing that your flat is part of a bigger scheme where a builder had to provide some flats for "affordable housing" through a Housing Association. Builder grants lease of whole block to HA who then have a headlease whereby they have to pay the aggregate of the ground rents they collect from the individual lessees on to the builder.
If your lease provides that the ground rent increases each year then you will have to pay that - you will need to look at the lease. Occasionally HA's solicitors get the paperwork wrong and forget to put in wording that you have to pay a proportion of the headlease rent and if they forget then they can't make you pay - but it all depends on the lease wording. This should have been explained to you by your solicitor when you bought.RICHARD WEBSTER
