Dodgy buyer won auction, what now?

I'm selling a phone on eBay - I know, I know.
Anyway, all was well until 5 minutes before the auction ended. The price jumped from £100ish to £550, thanks to two bidders, both of whom have no feedback.
Payment is PayPal only, but no sign of any payment being made. Better still, received a message from the buyer asking if it can be posted by "Royal Mail International signed for", despite the fact they apparently live in London, and apologising as his/her account was recently blocked by eBay.
I'm sure this is some kind of scam (yay, lucky me). The question is, what do I do now? Do I need to wait 7 days for them not to pay before I do anything? Can I get in touch with eBay and start over?
