Not received item - what do I do?

Hi all
Quick question, have used ebay for years but not had this problem till now!
Bought some aftershave from a US seller as a buy it now a month ago. Never received it, emailed the guy and he apologies and said he would send another one asap on express delivery (seemed nice!). This has still not been received. I have emailed the seller loads and now he is not replying.
I am not sure what I do?

Open an item not received dispute in paypal now as you only have 45 days after the sale to do this (your getting close to this). Escalate immediately to a full charge-back. So as long as he cant prove delivery which he wont you'll get refunded0

Check at your local sorting office, cannot say this enough now after today when i decided to check at mine (recommended by a seller as 12 days had passed and still not got my item)
Not only was my item at the sorting office, but so were another 4 items that hadn't even tried to be delivered as i didn't have one of those 'sorry you were out cards' from royal mail.
The person at the desk couldn't apologise enough and couldn't explain why 5 parcels were sitting on a shelf and not even attempted to be delivered.Mummy to two girls: October 2013 and February 20160
