Dual fuel discount with no gas supply?

Ok, after the last half hour, I'm starting to doubt my sanity, so if someone can help me, I'd be really grateful! I am positive that I read somewhere (possibly on MSE) that from 1st September, suppliers were not allowed to penalise customers who have no gas supply and therefore can not access dual fuel offers. I can't now find anything about it anywhere and the annoyingly cheerful young man I have just spoken to at Southern electric has never heard of it. Am I losing the plot?

You are not mad, Its an OFGEM compliance thing.
As you are not able to get a dual fuel discount (being electricity only & not connected to the gas network) you are effectivly exclude from a discount, OFGEM don't regard this as fair (which is barmy in my opinon). So basically every supplier should offer a discount to people who can't have gas that is equivalent to their dual fuel discount.
It may be called something like: No Mains Gas, Off mains gas discount or something completely irrelevant.
Just perceive with the call center, if the person your speaking to doesn't know the answer, call back again.0 -

Seems entirely fair to me. With dual fuel the energy company is merely offering a discount if someone agrees to allow them to supply all their energy needs. And that is exactly what someone with electricity and no gas is doing.0 -
Anyone know if this still applies, and if so how to find the regulation/ruling etc to support this?
My supplier denies/refuses, despite escalation to a manager.0 -
I think this was investiagted by OFGEM but changes in the market meant no obligation was placed on suppliers. This was primarily aimed at the old "in area" elec suppliers who charged more than when operating out of area and this therefore penalised customers who had (a) not switched supplier and (b) did not have mains gas.IT Consultant in the utilities industry specialising in the retail electricity market.
