Asking for my friend, she's won something and now doesn't want it
The seller has (rightly) opened an NPB against them, what will happen? Will their account be restricted or something, I don't exactly know what a strike is or how it works

One strike does nothing but it stays on file. Two strikes and your friend will find it difficult to bid on anything else as most sellers have their settings set to refuse bids from people with two or more strikes.
