Help please. halifax cardcash charges

I am 18 and have had a cardcash account since i was little. I paid for something on paypal a few days ago and didn't check which account i put the payment on (which was stupid i know!).
i have received this letter from them:-
Dear Miss Spencer
We are writing to tell you that we have refused to make a payment from your account as you did not have enough money available. As a result we will take a fee from your account. You may want to contact the person or organisation the payment should have been paid to so you can make other arrangements.
Details of the fee you have to pay are shown in the table below.
Payment Amount Type of fee Amount of the fee Date we will take the fee from your account Paypal Payment £18.46 Failed item £35.00 11th September 2009
We will also charge you interest on your overdraft. The unauthorised interest rate will apply to the amount of your overdraft.
We would like to help you avoid fees in the future. To help you we have a free online service that allows you to view up-to-date statements and the balance of your account, transfer money to other accounts and much more. Visit the website for more details.
If you would like to discuss your account, you can make an appointment by visiting any branch. Or you can call our telephone banking service 24 hours a day. The number is at the top of this letter.

however i do not have an overdraft with them and didn't know they can charge me. Is there any chance i can appeal against this as i am starting uni in less than a month and cant afford to loose £35!. please help!!

    Hi Lauren,

    The first thing to do is pop into your branch and explain the circumstances. If this is your first 'offence', they're likely to waive the fee. But in short, they can do what they have quite legitimately.
