Downloaded Dell Security update and have now lost Task Bar Menu

Downloaded a Dell security update and have now lost the Start up/Task Bar Menu together with desk top icons (I can access them via the Recycle Bin!). I have tried to open up Task Bar in the Control Panel but it won't open.
I am now wondering whether I have down loaded a virus (I have run AVG Anti Spyware 8.5 but it has found nothing). Do Dell regularly send updates? I purchased my Studio Dell Laptop approx 6 months ago and use Windows Vista.
Any suggestions/advice would be very much appreciated, as I no techno geek!

Can I use this on Windows Vista, as it says it is for Windows XP?0

Right click your desktop --- click "arrange icons"
then tick "show icons on desktop"0
