Warm Front insulation grants

Does anybody know if the Warm Front insulation grant would allow you to have additional radiators fitted to an existing central heating installation?
In my house we have a single upstairs radiator which serves no other purpose than to wastefully heat up the landing area, but not the bedrooms and bathroom. It would be far better having individual radiators.
I think I qualify for the grant, but wanted to check this out first.
