Unfortunately I need to re-sell an item due to the purchaser not paying and collecting the item etc.
I've read the Ebay 'how to' but am still confused how I proceed.
I don't think I need to enter into a dispute with Ebay as the purchaser admits he's messed me about for a week. Repeatedly arranging to collect and pay then finding excuses.- can't get away from work, too much traffic on the road and now not well. He suggests I sell the item to someone else. See his message rec'd today:-
"I am so very sorry to mess you about but my husband is not very well today so we will not be able to collect car. I tried to get a mate to get it but he is busy. We understand that you will want to sell car to someone else because of inconvience. I am very sorry to mess you around."
Do I still have to register a dispute before I offer the '2nd chance' bid to the previous bidders? Must they pay the final auction selling price or can I sell it them at what they bid?
Presumably if I don't report the non payment to Ebay they'll still charge me their sales fee.
Can somebody please guide me as what is best to do - thanks.

You do need to go through the full dispute (don't do a mutual ) for the 1st sale otherwise you get to pay two lots of FVFs.

Please lead me thru that Soolin. I always seem to finish up where the buyer has 7 days to respond etc etc. I can't really have this car on the drive for a few weeks whilst it's sorted. As soon as it has been a full week since the original auction ended, is that tonight? open an NPB on the original buyer. You get this option on the drop down menu from your sold page where your car shows as sold. It won't let you open one too early.
You could say in that dialogue box that 'car is no no longer available for sale due to non payment' and then if buyer gets funny and tries to pay you can argue it out with ebay. cars are slightly easier actually than normal items as you don't need to take paypal, so the chances of original buyer paying and trying anything funny through ebay are slim. If he sues paypal just refund on the basis that it is not a an acceptable payment method.
Then just do the SCO as per my post above.
The only other way of doing it is to opt for the mutual which can be started at any time.
