Laying Encaustic Tiles on a Suspended Floor?

I'm considering replacing a carpeted hall with encaustic tiles. It's an 'L' shape, approx 3m on each leg.
The floor is the original 1904 floorboards, in good condition. I've had various advice on the thickness of WBP to lay as a base for tiling, varying from 12mm to 18mm, nailed at 6in centres to 12in centres. There are 3 doorways leading off it, and I want to minimise the height difference. The tiles are 9mm, so with adhesive say 4mm, the total height off the boards would be around 25mm, which is fine. Using 18mm would create a greater difference. Is 12mm WBP sufficient?
Not necessarily going to try the tiling myself, but would probably do the prep.
