Yes you can create a site with a sign-up/members section so only those registered could access it... if you know PHP/MySQL or ASP etc0

You can set up a website on open-source content management system called Joomla and install Account Expiration Control - Membership Manager extension.
Alternatively, if you are seriously thinking about making money through your website, hire a professional web designerweb designer / graphic designer /search engine marketer /0
