Hi all my OH's dad is looking at buying an LCD digital tv can he use his video through the normal RF lead or do they only work with scart?

Yes he can.
Most if not all TV's with digital terrestrial tuners also have conventional tuners.
He could only record DTT programmes from the TV to the video via a scart lead though.That gum you like is coming back in style.0
