Windows update keeps nagging me to install .NET Framework 3.5 Service Pack 1
It's 63MB and I'm wondering, what is it? what does it do? and why do I need it?

The .NET Framework is a set of support code for programs written using the .net platform. You probably already have the basic code and this is an update to it.
In the main it pays to keep MS code updated as many updates attempt to fix security loopholes kindly left by crappy MS coders for criminals to exploit and empty your bank account, max out your credit cards, and blackmail you with video from your hacked webcam.0
