strike removed if a negative 'positive' left?

I have seen mentions on several threads now, and even came across something on a different forum about the issue of leaving positives with negative comments for buyers. It is alledged that a seller doing that who gets reported not only gets a warning on their seller dashboard for misuse of the feedback system but also (and this is the important bit) gets the buyers NPB strike removed.

Does anyone know if this is the case, or whether this is one of the allegations that has gathered momentum through rumour and is now believed to be true?

This often comes up in threads where sellers notice that their buyers strike has been removed. I was asked yesterday about this as a colleague of a friend had got a neg after going through a full NPB dispute on a buyer, when they complained to ebay that this should not be possible they were told the strike had been appealed and removed but she can't get details of why the strike was removed. However she had left a negative 'positive' which has now gone and would therefore fit the rumour.

    I know that one of the options to have a strike removed is if the seller has left you positive feedback.

    However I once had a non paying strike issued on my account by a seller even though I had paid and received the item (paid via postal order sent recorded, which seller denied receiving but sent the item anyway!!!) and left me a postive marking with a negative comment, well i rang ebay to get the strike removed and they said because the comment with the rating wasnt a positive comment they wouldnt remove the strike but they would remove the negative comment from the positive rating.

    This was a year ago now, so i dont know if things have changed.

    Ive also had strikes ive issued for buyers removed before and I DONT leave negative comments with a positive rating because I dont want to give that person an extra green marking. I quered one once and they wouldnt tell me why they removed it, as you can imagine I was pretty pi**ed off as this person hadnt paid, made any contact even through the NPB process and yet ebay removed it!

    I have managed to get a strike removed, I won a collection only item near somewhere I was going for work, I emailed seller before listing ended and said I could collect on X date would that be okay, they replied yes, then when I won and emailed saying could I have a contact number to arrange a time on X date as previously agreed, they replied saying no it needs collecting before the following weekend, well I couldnt collect then and informed me and pointed them to my message which they had added to the listing. A week later he opened a non paying bidder, i offered to pay via paypal and collect at the previously agreed date and he refused, saying cash on collection only. Anyway he closed the dispute and i got a NPB. I then emailed ebay and gave them all my correspondence and said id tried to collect etc, i also rang ebay and the customer service guy was very helpful and removed the strike and advised me to leave neg, which I did, the seller then hit buy it now on my item using a different account (in the days when i had one account for both) and left me nagative feedback within 24 hours of paying, saying he hadnt received the item! So i rang customer service again and explained what had happened and they removed his feedback, i was able to give him a strike and it was never removed!

    What I want to know is when they remove it, do they then re apply the fees? and when you issue a strike do the fees get added to the buyers account, I think they should as a penatly for not paying espically with cars etc!
